Progress Village, FL Roofing for a Historic Neighborhood

Progress Village was built so Black families in the Tampa area could own their own homes. More than 65 years later, many of those homes are being repaired after Hurricane Milton, and we help owners do it right.

Progress Village, FL is an unincorporated community in Hillsborough County, with Palm River-Clair Mel to the north, Riverview to the east and Gibsonton to the south. I-75 runs along its eastern edge, and addresses here use the 33619 ZIP code.

The community was platted in 1958, and the first families moved in in 1960. In the Jim Crow era, when Black families in the Tampa area were shut out of most housing options, Progress Village was created to give them a path to owning a home. Researchers at the University of South Florida count it among the area’s historic Black neighborhoods.

About 11,200 people live here today. Homes here carry that history with them, and owners rightly expect repairs to be done properly, with permits, clear paperwork and no shortcuts. That’s how we approach every roof in the neighborhood.

Rebuilding After Milton

Hurricane Milton hit Progress Village hard in October 2024. Some homes took on up to two feet of water, and residents had to be rescued by boat. In the months that followed, residents faced roof and floor replacements as they rebuilt.

If your home is still being repaired, the roof should come first, since everything inside depends on it staying dry. We inspect the whole roof, including the decking under any damaged areas, and tell you what needs replacing now and what can wait.

If a contractor has already started work on your home, we’re happy to give you a second opinion on the roof. A permitted, inspected roof protects the rest of the rebuild.

Homes From 1960 Onward and the 25 Percent Rule

Many houses here have had several roofs since they were built. If yours was last roofed before the 2007 Florida Building Code, Hillsborough County applies a rule worth knowing: replace more than 25 percent of that roof within 12 months, and the entire roof or section has to meet today’s code.

That can change a repair plan. Two separate patch jobs a few months apart can add up past the limit. We look at your roof’s age and recent work before we quote, so you know up front whether a repair or a full replacement makes more sense.

Estimates Your Insurer Can Follow

After a major storm, insurance paperwork can feel like a second job. A clear roof estimate makes it easier. Ours list tear-off, decking, underlayment, flashing and roofing separately, and we keep storm repairs apart from any upgrades you choose.

We also take job photos before, during and after the work. Those photos show the condition of the roof and what was done, which helps when an adjuster has questions. Our storm and wind damage page explains how we work with claims.

Permits and Inspections

Progress Village is not part of the City of Tampa, so roof permits come from Hillsborough County Development Services. The county’s re-roof inspection requirements call for a progress inspection during the job and a final inspection at the end.

We file the permit, meet the inspectors and make sure the job is closed out. That record matters for insurance and for passing the home on to the next generation.

Choosing the Right Roof

For most homes here, high-wind architectural shingles are the practical choice. We install Owens Corning and GAF systems using the manufacturer’s high-wind nailing pattern and sealed underlayment. You can preview options on our shingle roofs page.

Metal roofing is another option for owners who want a longer-lasting roof and are willing to spend more up front. We’ll walk you through the costs of each so you can choose what fits your home and budget.

Fascia, Soffit and Gutters

On homes from this era, the wood at the roof edge often takes a beating. Fascia boards soften where water has spilled over for years, and soffit vents get damaged or painted shut.

When we replace a roof, we check that edge wood and replace what’s rotten. New seamless gutters with downspouts pointed away from the house help keep water out of the foundation and off the walls.

Paying for a New Roof

Not every repair is covered by insurance, and a roof replacement is a big expense. We offer roof financing so you can protect your home now and pay over time. We’ll always give you the full price first, in writing.

Frequently Asked Questions

Is Progress Village part of Tampa?

No. Progress Village is an unincorporated community, so Hillsborough County, not the City of Tampa, issues roof permits.

My roof was patched after Milton. Do I need a full replacement?

Not always. We’ll inspect the patch and the rest of the roof. If the roof predates 2007 and more than a quarter of it needs replacing within a year, county rules may require bringing the whole roof up to code.

Can you help with my insurance claim?

Yes. We provide job photos and an itemized estimate that separates storm damage from upgrades, which makes it easier for your adjuster to review.

Should I fix the roof or the floors first?

Usually the roof. If the roof still leaks, new floors and drywall are at risk of being damaged again.

Do you offer payment plans?

We offer roof financing. Ask about it when we give you your written estimate.
